A judgement from the European Court of Human Rights

stayed in Paris, France 5 years ago. And I met many unfairness as one of foreign visitors so I started to make issues. For example, I was arrested by police for someone's false charge but the police didn't listen to my objection but yelled at and pushed me until I felt humiliation. And they arrested me with my friend for 2 hours without any explanation. So I visited in many public places with my friend to let them know this unfairness. I could sue the police and others for some help from human rights center in Paris's court. The thing was they didn't investigate at all and rejected my issues and I got to know something was unfair. So I sued Paris under 10 crimes to the European Court of Human Rights.
The judge rejected in French.

I made a claim again that it was a discrimination of human rights because I, a plaintiff, couldn't read. The court has 5 official languages including English but the judge used French.
They didn't anwer yet about my objection.

The reason why I uploaded this decision as one of art is below.

The laws and public power can do many things to citizens with this kind of paper. Words on this paper have the power to make people do or not to do something. But if you can't read it at all, it doesn't mean anything. It is like babies in front of the paper. Babies will sit, draw and even ignore the paper. Words that have power can become meaningless.
The decision that I upload here in this site will be a decoration. People can download this decision to decorate their walls of the house or draw on it. Because they don't understand it but they only can see figures and images. At least, within art, any paper can be anything but image.
I think this is a kind of political.
