Imagine, you see a train or a tram at the station. Some people start running. Running from their fear of sanctions, if they miss there destination. Running to the hope to be rewarded, if they reach somewhere in time. Less people expect nothing. They do not change their speed. Some people watch.
The title represents a train, that is not moving.
