In the modern conception of the term "citizenship" has taken on different meanings. The most common is realized in the deep sense of belonging that every human being has with a circumscribed place.
Birth, Living and Dying were often limited by specific geographic boundaries so as to lead one to think that they can self-sufficient, which is not entirely wrong.
With Civitas interdict it points out the deprivation or, rather, on what the intervention of Man has the most expensive: the sense of belonging.
