Birds, waiting on shore with a boat anchor between them, unanchored. ANCHORED in their waiting – their focalism – their cognitive bias – their tendency that make them rely, just like people – too heavily on the first piece of information offered (the anchors), the anchor & the empty boats. People are envisioned, feeders to those anchored in waiting.
